At MarylandCAN, all of our advocacy begins with research. What are the problems? What are the proven solutions?

Ten years after the creation of Maryland's charter school program, this report examines the strengths and weaknesses of Maryland's charter school law--ranked second worst in the country. A bill to create a task force to study charter school reform options died in the final hours of Maryland's 2012 legislative session due to lack of time to vote on the bill. However, understanding the need for this study, MarylandCAN in partnership with the Baltimore Community Foundation (BCF) worked to create a task force with similar goals. This report states the findings of this task force.
The State of Maryland Public Education 2012This report scrutinizes all of the available data on Maryland’s K–12 public school performance, including how our students are doing on both state and national assessments, how prepared they are for college and how they stack up against each other, the rest of the country and the world. It also discusses where we stand on implementing our winning Race to the Top applications and the needed steps to reform Maryland education policies.
This issue brief focuses on current issues with Maryland's charter school law--ranked second worst in the nation. Problems with the law include Maryland's overly restrictive authorizing environment, limited school-level autonomy and Maryland charter schools' inequitable access to resources. Prospective solutions are also presented in the report including the option of a multiple-authorizer system, increased autonomy for charter school operations and equitable access to facilities and other resources.
